Driver Version: 8.970.100.9001 what I did with windows 10 and a hd 4870 was download the win8 64bit drivers ATI Radeon™ HD 4000/ATI Mobility Radeon™ HD 4000, ATI Radeon™ HD 3000/ATI Mobility Radeon™ HD 3000, and ATI Radeon™ HD the AMD Catalyst 13.1 driver package, which can be downloaded from the AMD Driver page to allow it to automatically detect and install display driver version 8.970.100.9001**.
The driver version is now 8.970.100.9001 which works fine. 13.1 driver package, which can be downloaded from the AMD Driver page : http://support.amd.com/en-us/download I had a similar issue with my ATI HD 3450 graphics card. the issue with another brand computer, but a 3000 series ATI card.
